West Gonja Municipal Assembly held LEAP Re-assessment Meeting with stakeholders
The Livelihood Empowerment Against Poverty (LEAP) management has held its re-assessment engagement programe with Stakeholders as part of reassessing beneficiaries of the programme on Wednesday, 16th September, 2022 in Damongo in the Savannah Region.
The program is seeking to identify and determine the poverty status and eligibility of households' beneficiaries on its activities (LEAP and non-LEAP) that aim at ; reducing the incidence of inclusion and exclusion errors due to the dynamic nature of poverty.
It also considers the time factor and improvement of efficiencies and allocation of budget to the most vulnerable households.
The programme is also designed for principle re-assessment every four years.
Since 2013, the LEAP programme had undergone a number of reforms and innovations including the transition from manual to electronic payments, all aimed at building efficient and effective cash transfer system.
Mr Jimah Yakubu, who spoke on behalf of the municipal chief executive of the West Gonja in the Savannah Region, said the programme if well managed, would impact knowledge and enable a the national rollout of the reassessment.
He explained that the essence of the reassessment was to have a good beneficiary database that justifies selection of extremely poor households.
He further assured the LEAP programme of continuous support to the poor and the impending assignment once the new policies commences.
Mr Ambrose O. Amoateng, the regional director of social welfare encourage members to be objective in delivering their mandate to reduce inclusion and exclusion error and to improve livelihoods of beneficiaries.
He further stated that members on the overview of LEAP should be extensively educated on their roles in the LEAP activities and the goal of the program which is to improve the Programme’s coverage of the extremely poor population in Ghana.
The objectives of the reassessment is to ensure cash grants go to the eligible people, through updating the LEAP beneficiary list based on changes in poverty levels among andd household composition and programme requirements among others.
Additionally, the West Gonja municipal assembly has been selected among nine (9) other Districts in the country for a pilot reassessment of the program.
Members, chiefs and opinions leaders affirmed their pledges to support all activities and policies of the LEAP programme.
It (LEAP), currently provides cash grant to over 3,44,000 beneficiary households in 260 districts across the country.
Since its inception in 2008, UNICEF has supported the program in the areas of funding and technical assistance and guidance.
The focus of the support was to also complement Government of Ghana’s priority of impacting the most vulnerable and marginalised households in Ghana.
LEAP targets extremely poor households with at least one or more members of these categories, Orphans(at least one parent dead) and vulnerable children, Persons who are 65 years or older without support, Persons with a severe disability without productive capacity, Pregnant women and children under one year.
